Higher Education Study Support System: Eligibility Requirements

This page explains the academic, study-plan, income, and asset requirements for the Higher Education Study Support System in 2025.

Academic eligibility

For first-year students, Academic Criterion 1 is met if the high school or equivalent school grade average is at least 3.5, or if the student has passed the upper secondary school equivalency examination. For students in their second year or above, the student's GPA or equivalent measure must place them within the top half of students in their enrolled faculty. The stated academic criteria are alternative requirements: students who meet either Academic Criterion 1 or Academic Criterion 2 are covered by the stated eligibility rule.

Credits and study plan

Academic Criterion 2 requires the number of credits earned to be at least the standard number of credits. In addition, a study plan must confirm that the student is motivated to study with the goal of becoming independent and active in society in the future.

Income and asset requirements

The income requirement is that the student belongs to a household exempt from resident tax or to a household equivalent to one that is exempt. The general asset requirement is that the combined assets of the student and the persons supporting the student's livelihood, in principle the parents, must be less than 20 million yen. When there is one livelihood supporter, the combined assets of the student and that supporter must be less than 12.5 million yen.
