Eligibility Requirements for the New Study Support System
This page explains the academic, financial, enrollment, and household requirements for the New Study Support System in 2026.
Who the system supports
The New Study Support System is a national system for students who have difficulty continuing their studies for financial reasons. It provides benefit-type scholarships and reductions or exemptions of tuition and other educational fees. The financial criteria include students from households exempt from resident tax or equivalent households (Categories I to III), students in science, engineering, or agriculture faculties at private universities with household income of approximately 6 million yen (Category IV), and students from households supporting three or more children. There is no income limit for the multi-child household category. The system's details may change.
Academic standards
Academic Standard 1 is satisfied by meeting either of its two alternatives. For students other than first-year students, the alternatives are: a cumulative GPA ranking in the upper half of the year-level ranking for the student's department or academic group; or at least the standard number of earned credits, together with confirmed motivation to study toward becoming independent and active in society, as shown in a study plan or similar document. For first-year students, the alternatives are a high-school grade average of at least 3.5, or confirmed motivation to study toward becoming independent and active in society, as shown in a study plan or similar document. Students who meet any condition listed under Academic Standard 2 are not eligible.
Attendance, earned credits, and the standard credit calculation
Students may be excluded if their class attendance rate is 50% or less or if they show low motivation to study. They may also be excluded if their total earned credits are 50% or less of the standard number of credits. Only credits that count toward graduation requirements are included in this calculation. The standard number of earned credits is calculated as: credits required for graduation divided by 4, multiplied by the student's grade level in the previous academic year.
Completion within the standard period
Students are not eligible if it is certain that they cannot graduate within the four-year standard period of study. A period of leave of absence is not included in the standard period of study.
